- America's Overseas Gulags. Guantanamo Bay, Cuba was Cheney / Rumsfeld's prison of choice for its torture operations. A legally dubious Bush 2001 executive order determined the Geneva Convention did not apply to prisoners labeled as terrorists, thus, green lighting torture. In 2004, the US Supreme Court slightly upset this apple cart by ruling that the prisoners at Guantanamo Bay have limited rights under US law to challenge their detention. With defense lawyers and media clamoring for access to Guantanamo Bay, it has now come to light that the Cheney / Rumsfeld cabal simply moved their torture operations to secret oversees locations where the rule of law is ignored.
