Pentagon Used White Phosphorus At Fallujah. After first denying the fact but, then, upon confrontation with an Italian documentary showing horrific injuries to civilians, the Pentagon now admits that it used "White Phosphorus" (aka Willy Pete) as an anti-personnel device in the battle for Fallujah in 2004. WP burns its victims and cannot be extinguished merely with water. In some cases, an individual hit with a WP fragment will be burned right down to the bone. Link. Protocol three of the 1980 Convention on Certain Conventional Weapons (CCCW) prohibits WP's use against civilians and military targets located within a city, but the US has only ratified protocols one and two: meaning the majority of civilized countries view the use of WP as an antipersonnel device to be unlawful.
